Haryana 5 August- For the upliftment of Backward Class-B in Haryana and to give adequate representation in the democratic system, the state government is going to give reservation to BC-B in the elections of Panchayati Raj institutions/municipalities.

In this regard, the report of the Backward Class Commission has been accepted in the Cabinet meeting held here today under the chairmanship of Chief Minister Mr. Naib Singh Saini.

Reservation for Backward Class Block-B will be implemented on the basis of the recommendations of the Haryana Backward Class Commission.

According to the report of the Commission, Backward Class Block-B also needs reservation on the lines of Backward Class Block-A in the elections of Panchayati Raj institutions/municipalities for their upliftment and for adequate representation in the democratic system. At present, the population of Backward Class-A in the state is 18.93 percent and that of Backward Class-B is 15.05 percent.

Recommended Reservation in Panchayati Raj Institutions The post of Panch in every Gram Panchayat shall be reserved for Backward Classes (B) and the number of seats shall be reserved in the same proportion as half per cent of the population of Backward Classes (B) to the total population of the Gram Sabha area.

If the decimal value is 0.5 or more, it shall be rounded off to the next higher integer. Provided that if the population of Backward Classes (B) is not less than 2 per cent of the total population of the Sabha area, every Gram Panchayat shall have at least one Panch belonging to Backward Classes (B).

Similarly, 5 per cent of the total number of posts of Sarpanch in a Block and if the decimal value is 0.5 or more, it shall be rounded off to the next higher integer. The posts of Member in every Panchayat Samiti shall be reserved for Backward Classes (B) in the same proportion as half per cent of the population of Backward Classes (B) to the total population of the block. If the decimal value is 0.5 or more, it shall be rounded off to the next higher integer.

The posts of Member in every Zila Parishad shall be reserved for Backward Classes (B) in the same proportion of the total seats as half per cent of the population of Backward Classes (B) to the total population of the Zila Parishad area.

Recommended Reservation in Municipalities The posts of Councillor in every Municipal Corporation, Municipal Council and Municipality shall be reserved for citizens of Backward Classes Block-B in the same proportion of the total seats as half per cent of the population of Backward Classes (B) to the total population of that urban local area. If the decimal value is 0.5 or more, it shall be rounded off to the next higher integer. Provided that if the population of Backward Classes (B) is not less than 2 per cent of the total urban population of the body area, every local body/ municipality shall have at least one Councillor belonging to Backward Classes (B).

Similarly, 5 per cent of the number of posts of Mayors/Chairmen in Municipal Corporations, Municipal Councils and Municipal Committees shall be reserved for Block-B of backward class citizens.
